Request for Proposals for Talking to Youth About Alcohol and Cannabis Public Education Project

The Liquor, Gaming and Cannabis Authority of Manitoba (“LGCA”) is issuing this request for proposals (“RFP”) as part of its ongoing public education mandate. The purpose of the RFP is to solicit proposals from qualified design and/or marketing agencies (“candidates”) to provide creative services to develop the LGCA’s public education campaign and resources for parents to educate their children about alcohol and cannabis. This initiative will provide parents of youth aged 5-17 with information to guide conversations about alcohol and cannabis with their children. This project may continue into subsequent years as the LGCA develops additional resources based on emerging research and/or need. The successful candidate (“consultant”) will work closely with the LGCA to ensure the materials meet the objectives described below. The LGCA plans to launch these resources in March 2027.

Proposals must be received by 12:00 p.m. (noon) Central Time on Friday, June 5, 2026.
