On April 15, 2020, the Manitoba Government authorized the sale of liquor with delivery and takeout food orders by licensed dining rooms and lounges. Dining room and dining room/lounge licensees choosing to sell liquor with delivery or takeout food orders must comply with the terms and conditions set by the LGCA. This includes the terms and conditions for liquor sales with delivery and takeout food orders, the general service terms and conditions as well as those specific to the type of licence.

WHEN CAN A LICENSEE START OFFERING THIS SERVICE?

Dining room and dining room/lounge licensees may start this at any time and do not have to wait for LGCA approval. The LGCA asks licensees to notify us if they are choosing to sell liquor with delivery and takeout food orders. Licensees can click here for an online form to submit their notification to the LGCA.

WHAT KINDS OF BUSINESSES ARE ELIGIBLE TO OFFER THIS SERVICE?

Businesses in Manitoba that currently hold a dining room or dining room/lounge licence are able to sell wine, beer, cider and coolers with takeout and delivery food orders.

WHAT KINDS OF LIQUOR CAN BE SOLD WITH DELIVERY AND TAKEOUT FOOD ORDERS?

Wine, beer, cider and coolers can be sold with food prepared by the licensee for delivery or takeout. The liquor must be sold in its original sealed container, and it must be sold at the same price for which it would normally be sold for consumption in the restaurant or lounge (i.e. dine-in menu pricing). Licensees cannot sell spirits for delivery or takeout.

Can liquor purchased with takeout food orders be consumed outside of a licensed premises?

No. Liquor sold with takeout food orders is for consumption in a private residence. While takeout food can be eaten in vehicles, parking lots and other public spaces, a licensee cannot encourage consumption of liquor outside of the licensed premises.

WHAT ARE THE RULES FOR DELIVERY?
  • Delivery is prohibited to minors and intoxicated people.
  • Employees of the dining room or dining room/ lounge licensee, delivery licensees, and national carriers may deliver liquor.
  • All people who deliver liquor for these purposes must be at least 18 years old and have successfully completed the Smart Choices Responsible Service Certification training.
CAN A LICENSEE USE A DELIVERY COMPANY?

Yes, if the company has a delivery licence issued by the LGCA. Employees of the dining room or dining room/lounge licensee and national carriers may also deliver liquor.
